Far Subpart 9.6 Contractor Team Agreements

(e) to make the principal contractor fully responsible for the performance of the contract, regardless of a team agreement between the principal contractor and its subcontractors. “team leader,” the contractor appointed as team leader and whose responsibilities are set out in the CTA agreement. “team member,” any contractor designated as a team member who performs duties in accordance with the CTA agreement. Each member must have their own GSA Schedule contract and offer part of the solution through the contract. NOTE: FAR 9.6, Contractor Team Arrangements, does not apply to GSA Schedules Teaming. As part of GSA Schedules, teaming allows contractors to use their individual GSA calendars to develop a solution for the government. Under a CTA contract, each team member retains contractual practice and is responsible for his or her share of the work in accordance with the terms of his scheduling contract. GSA`s schedule contracts include the I-FSS-40 contracting clause, which stipulates that contractors participating in the contracting team`s contract agreements must comply with all the terms of their respective contracts. (a) Contracting team agreements may be desirable, both from a government and industry perspective, to enable participating companies – the Schedules CTA does not create its own legal entity, but allows scheduled contractors to meet the buyer`s requirements by combining the supplies and/or services of the separate employment contract of each member of the team in response to the requirements of the offer.

The following conditions and definitions apply to the GSA planning team: (b) you determine the responsibility of the principal contractor on the basis of the contracting-team agreement indicated (see subsection 9.1); The CTA team agreement should determine the role and responsibility of each team member in the work done at the contract level. These roles and responsibilities are defined by the team, not the government. The CTA differs from a partnership between a principal contractor and a subcontractor by the fact that all team members are equal contractors. Other important differences are described below: The ordering activity should evaluate the team agreement on: 1. Two or more companies form a partnership or joint venture to act as a potential prime contractor; or a GSA Schedule Team Contractor Arrangement (CTA) is an agreement in which two or more GSA Schedule contractors collaborate to provide a comprehensive solution that meets a customer`s requirements. In accordance with the CTAs on the calendar, contractors complement each other and allow teams to compete for contracts for which they may not qualify independently. GSA encourages the use of CTAs to meet the buyer`s requirements. The CTA contractual document is developed exclusively by the team partners and forwarded to the buyer as part of the response to the call. The GSA recommends that at least (additional points can be added by the team to ensure a clear and concise document) the following points: b) Contracting team agreements may be particularly appropriate for complex research and development purchases, but also for other appropriate acquisitions, including production.
